Fife is four or five different property markets sharing one council. Dunfermline commutes to Edinburgh, Kirkcaldy has a historic centre with plenty of older buildings needing work, Glenrothes is a planned new town, and St Andrews runs on its university and its golf. St Andrews is the one place in Fife where the HMO rules change the investment case. Since 11 April 2019 Fife Council has applied a policy of no further growth in HMOs within the town’s defined boundary. Applications are still considered on their merits, but the presumption is against new ones, and an existing licence that lapses, including on a sale where the new owner’s application fails, falls under the policy. In 2023 the council kept the policy while allowing up to 15 university-managed licences over three years. HMOs make up 8.5% of homes in St Andrews against under 1% across Fife, according to the council’s 2024 plan evidence.
For an investor that means two things. An existing licensed HMO in St Andrews is a scarce thing, and whether its licence will transfer to you is the first thing to check. Short-term lets are under review too. Fife councillors voted in January 2026 to pursue short-term let control areas for St Andrews and parts of the East Neuk, which need Scottish Ministers’ approval before they take effect. Until then a licence is required but no control area applies.
Kirkcaldy is Fife’s second town, built on coal and linoleum, with many good historic buildings in its centre and, in the council’s own words, many that are poorly maintained. Older flats above shops and tenements in Kirkcaldy, Dysart and Pathhead are the kind of property a buy to let lender will not take until the work is done. That is refurbishment bridging territory, with the refinance at the end. Watch for coastal flood risk in parts of the Dysart and harbour conservation areas, which lenders and insurers will ask about.
Central Fife has a long coal mining legacy. The council’s plan evidence notes the mining legacy can raise build costs in the Kirkcaldy, Glenrothes and central Fife area, and Fife divides its coalfield into high and low risk areas for planning. For a purchase, your solicitor will usually order a coal mining report, which the UK government’s guidance explains. Lenders read it carefully, especially on older houses and on anything with past subsidence.
Dunfermline, Scotland’s newest city, has grown fast to the east since the M90 opened, and its commuter links to Edinburgh add to rental demand. The council’s evidence calls the Dunfermline and West Fife housing market a strong one. Its large conservation area means listed-building rules on some central stock.
Glenrothes was designated a new town in 1948 and built as a set of neighbourhoods, each with its own centre. As with any post-war estate, check the construction type before you offer on a former council house, because it decides which buy to let lenders will lend on it.
The pattern is the same as anywhere: buy with a bridge, do the work, let it, refinance. Fife adds two checks, the mining report and the flood map, to the usual valuation and rental test.
