Bridging and buy to let finance in Dundee

Dundee has a precise, numbered HMO policy, and it shapes what an investor can buy.

The practical effect: in the West End around Perth Road and Blackness, buying an existing licensed HMO is often more realistic than creating a new one. Students, Perth Road and the city centre

The University of Dundee sits on both sides of Perth Road and Abertay on Bell Street in the city centre. Demand from students keeps the West End lettable, while the growing number of purpose-built student blocks, hundreds of rooms under construction and well over a thousand more approved in 2024, changes the competition for older HMOs. Lenders look at void history over the summer and at whether rents include bills. A well-run HMO with a licence and a letting record is a much easier case than a plan to convert.

Tenements, multis and RAAC

The council’s own housing assessment found low demand for some types, tenement blocks and multi-storey flats among them, and Dundee has more RAAC in council stock than anywhere else in Scotland: the council reports suspected RAAC in 81 blocks of flats and 292 cottages, some of them mixed-tenure with private owners. For lenders that means two checks on any ex-council flat or cottage: the construction type, and whether the block is in a remediation programme. Some will not lend until the answer is clear.

Traditional tenements in the West End and Broughty Ferry flats are the easier end. A flat needing a kitchen, bathroom and rewire before a buy to let lender will look at it is a refurbishment bridging case, and the bridge to let calculator shows what the refinance leaves in.

The waterfront and the city centre

The Dundee Waterfront regeneration, described in the Local Development Plan as a £1 billion national development, has changed the city centre and brought new flats and commercial space with it. City centre flats are also where the HMO tenement rule does not apply. Commercial and mixed-use lots near the centre fund through bridging and then a commercial mortgage, usually at a lower loan to value than residential.

Auctions and the exit

Dundee lots come up at Scottish property auctions, and on a cheaper flat the £75k minimum matters: check that the loan you need clears it.
